Many form builders can make the document themselves. A submission to the tool’s own form builds the document from the answers, with no second product in between. Twenty-six tools in our records work this way and output PDF. They range from general form builders to legal intake tools. The full list is on the built-in forms to PDF page, and the built-in forms hub covers Word and other outputs.
The native option
For this source, the form builder is the native option. The form and the generator are one product, so there is nothing to connect. The questions are which plan unlocks a custom PDF template and what kind of template editor you get.
That plan question matters, because the free or entry plan of a form builder often exports a plain PDF of the answers. A custom PDF with your layout, logo and field placement can sit on a higher tier. Paperform is one example in our records: its free plan exports a plain PDF only, and custom PDFs start on Pro. Formester is another: its Personal plan has no custom PDF, and the feature is on Business.
The Zapier, Make or n8n path
You only need an automation platform here if the form builder’s own PDF does not fit, or if the PDF must reach an app the form builder does not connect to. A Zap or scenario can take the submission and send it to a separate generator, or take the finished PDF and file it.
SourceToDocs is one such generator. It reaches these form builders through Zapier, Make or n8n on its Pro plan. It uses Google Docs templates and writes Google Slides, Google Docs, PDF, PPTX and DOCX. On the form side, Fillout lists Zapier and Make in our records, and Paperform lists Zapier.
A separate generator makes sense when you need a template format the form builder lacks, such as a Word template with complex tables, or when the same template must also be filled from other sources.

Which route to pick
Pick the form builder you would choose anyway, then check the plan. If the PDF is a plain record of the answers, start on a free plan: Fillout includes PDF generation on Free, and Paperform’s free plan exports a plain PDF. If the PDF needs your own layout, compare plans. Jotform’s paid plans start at $19, Formester puts custom PDFs on Business at $45, Paperform puts them on Pro at $49, and Cognito Forms lists custom document templates on Enterprise.
Pick by template editor next. Teams that write contracts or letters in Word fit Cognito Forms. Teams that want to drag fields onto a page fit Fillout, Jotform PDF Editor, Paperform or Formester. Teams on WordPress with Gravity Forms already installed fit Gravity PDF, where the plugin itself is free.
For legal intake, look at the legal tools in the listing. Gavel uses Word and PDF form templates and outputs DOCX and PDF, from $83 a month with a 7-day trial, and docassemble is an MIT-licensed interview and assembly system you host yourself.
Repeating answers, such as a list of items or dependents, are the case to test. Check that the template can loop over them and print a row for each before you pay for a plan.
Form builders usually price by submissions. Check that the plan’s submission limit covers your form traffic, since each submission is one PDF.
